Recently, we’ve known well the term of Culture, particularly in the period of Cultural Exchanges between countries and countries.  Also, we may start from the Period of the Western Imperialism that has been globally spreading largely.  In the medieval period, most countries were very conservative and they were very proud of their own culture. 

In the history of Vietnam,  for example, It is a special geographical land where several foreign contacts have been made but King of Tu Duc with his cultural conservatism has caused a serious tragic Religious Discrimination while Thailand, next to Vietnam,  was clever in its diplomatic policy and free from Colonization without any harmful influence.

Probably, our Leaders must study positively to obtain their high level of Politic Skill in managing the Nation.  Now, try to understand the two forms of Cultures:  One is Dominant Culture that implies Western One and another is Conservative One mostly unwilling recessive.  Western Culture is proud of its pioneering capacity in developing the world, particular elevating the backward global cultures.

Personally, I believe most Intellectuals and University Students experienced in History know well this is the very Cause of the World Problem between the two forms, Active Culture and Conservative One.  The Active Culture always dominates other weak ones and the Weak Culture is usually conservative, then suborninating.  Vietnam was dominated by French Colonists for 100 years.  Previously VN was dominated by strong Chinese Emperors for 10 centuries.  In recent 6 decades, Vietnam has been independent but Vietnam is divided into 3 Different Groups:  One Dominating Group, One Recessive Group and the Third Group are Communist Protesters or Refugees living in overseas.  By this reason, Vietnam Culture could not compromise its Culture effectively.  The Law of Science and even Buddhism also mention it is the Cause and the Result of an event.  The Vietnamese Culture, looking as one unique entity, is clearly divided at least into 2-3 classes of people with Dominating, Dominated and Separated Ones.  This cultural division has been causing the Cultural Leaders a lot of social problems. 

Another example of Conservative and Dominant Culture is being happened in the Middle East in the Planting the Democracy Ideology of USA and some European Nations, even Mankind is being in the period of compromise. So, if the two forms of Culture as above mentioned could not compromise successfully.  It has been characterized that One Culture should dominate the other anyway.  We may analyze the Democracy Ideology Tree should be depended into several local elements, Land Nutrition, Ethnics Education, Regional Differences, etc... Particularly the Local People have not been ready to accept the Ideology.

President G. Bush of USA has tried to plant the Democracy Tree by Forces and the Tree without right fertilizers become weaker and weaker, without successfulness.

We may conclude the Western Policy in Planting the Democracy Ideology has been failed in the Middle East.  It could be very active and showing off its clear dominant character. All of those methods haven’t been able to persuade Local People with Prejudices & Social Differences.  Therefore, USA has actually poured a lot of expenses in this region in vain.  Our old Generation’s Proverb usually says it is the work of the Tiny Crab Species building their Castle on the beach without any success.  However, the Globe should watch the new Red China Culture coming with more Aggressive & Dominant Characters sooner or later.
